One way I like to explain an electrical panel to customers is to compare it to the foundation of a house. A strong foundation supports the structure above it. Your panel plays a similarly central role in distributing power throughout your home.
Now imagine replacing that foundation while keeping the same walls and studs. You have improved an important part of the house, but you have not rebuilt everything.
A panel upgrade works the same way: new panel does not mean new wiring.
What does a panel upgrade change?
We replace the panel equipment described in your proposal and reconnect the existing circuits. Depending on the project, the work may include new breakers, grounding and bonding improvements, surge protection, or increased service capacity.
That can address problems with the existing panel and help prepare your home for planned electrical needs. But a larger panel does not increase the capacity of every existing circuit.

What stays the same?
Unless rewiring is included, the wiring inside your walls generally remains. A new panel does not automatically repair damaged insulation, replace old outlets, add an equipment ground to ungrounded circuits, or correct improper connections elsewhere.
Think of the wiring as the walls and studs in our analogy. Improving the foundation does not replace those parts of the house.
Which should come first?
Start with an evaluation—not an assumption that every home needs both. If the panel is defective or inadequate for the planned work, it needs attention. If the wiring has problems, those need attention too. Replacing one does not fix defects in the other.
Before approving a project, ask: Are we replacing only the panel? Which circuits will remain? Is any rewiring included? What existing issues will still need to be addressed?
At Specialized Electrical Solutions, we explain the scope so you know what you are investing in. Planning an upgrade in Covina or the surrounding Southern California communities? Request an electrical evaluation.
No problems, only solutions.
